Job Title: Operations Consultant
About The Employer: The employer is a joint venture between four partners – Axia NetMedia (Axia), Singapore Telecommunications (SingTel), Singapore Press Holdings (SPH) and SP Telecommunications (SPT).

Work Hrs: 12hr shift
Job Duties: The Network Operation Centre (NOC) roles include the following:
1. Monitor backbone fibre links and ensuring continuous operations of the services
2. Provide quality support for Network Operators in the Next Generation Broadband Network
3. Manage and enforce SLA's in consultation with network operators to manage problem resolution expectations and timeframes.
4. Service provisioning of customer network services and ensuring that the various service level agreements are kept.
5. Provide support services for Project & Operations and other technical teams.
6. 24x7 operations and maintenance of support systems and outside plant fiber network.
Assist the NOC Manager to set up the NOC (including the overseeing of the renovation works, installation of servers and setting up of local area network).
Monitoring the performance and resource availability of fiber network and assist in planning for top up of resources.
Manage and maintain the Monitoring Systems (these report on the status and performance of network, services and facilities).
Fault handling and escalation (identifying and responding to faults on systems and networks, liaising with 3rd party vendors, handling escalation through to resolution through joint investigation with other network operators and OpenNet's contractors).
Service Provisioning (monitoring and graphing for co-location, leased lines, customer backup and other customer network services) and handling of exceptional cases.
Work with the OSS/BSS team on application upgrades.
Facilities maintenance (monitoring and management of air-conditioning, UPS, CCTV surveillance security system, access control system, generators, power usage, running health and safety and housekeeping checks)
Maintenance of technical documentation (for NOC) of processes and procedures used throughout normal operations.
Level 3 support for co-location, customer backup network and services.
Plan for and provide minimum NOC staffing levels to ensure efficient and effective user support.
Provide activity and progress reports regarding NOC performance.
Perform shift duties/provide 24/7 support.
Analyze NOC activities and documented resolutions, identify problem areas, devise and deliver solutions and work with OpenNet's contractors to enhance quality of service and prevent future issues.
Monitor and test fixes to ensure problems have been adequately resolved.
Track and analyze NOC request trends and create statistical reports for management.
Contribute to team effort by performing other duties as assigned.
Qualifications: Degree in Electrical / Electronic / Computer Engineering / Information Systems. Fresh tertiary graduates may also apply.
Desired Working Experiences: 2 to 4 years of working experience in NOC environment.
Possess working knowledge of office applications software (e.g. power point, Microsoft Visio, etc).
Good analytical and trouble-shooting skills in the area of technical fault isolation and rectification.
Conversant in Perl scripting is preferable.
Familiarity with Oracle database, GE Smallworld, Remedy trouble ticketing system and remote fiber testing equipment would be an advantageous.
Clear and concise in communications.
A self-starter with the ability to work independently, as well as in a team.
